Governor Bong Lacson and CHMSC – Talisay president, Dr. Norberto Mangulabnan signed a Memorandum of Understanding (MOU) for the Continuing Professional Development Program Scholarship Grant of government employees in the 31 cities and municipalities of the province for school year 2021 – 2024.
The signing ceremony was held at CHMSC Talisay, witnessed by Negros Occ. Board Member Agustin Ernesto Bascon, chairman of the SP Committee on Education, Provincial Administrator Atty. Rayfrando Diaz, Dr. Jose Lizael Lampinez, CHMSC Program Chair, and Negros Occ. Scholarship Program Head, Karen Dinsay.CHMSC has designed specialized program on leadership excellence and good governance through continuing professional education for sustainable development among grantees through graduate studies – Master in Public Administration and Doctor in Public Administration.
As stated in the MOU, the scholarship program is aimed at empowering government employees, especially the women sector, by giving them opportunity to avail of post graduate studies to promote efficient delivery of basic public services. The program is also seen to help in the career advancement and personal development of qualified government employees, as well as upgrade their competencies and enhance productivity in the workplace.
Under the MOU, the province shall ensure the availability of funds of the program, determine the scholars to be admitted, and monitor the progress of the scholars; while the school will admit the grantees upon compliance of admission requirements and assist in the scholar’s progress monitoring.
Also present in the activity were Rhoderick Samonte, CHMSC Director for External Affairs, and Jay Estrellas, Vice President for Academic Affairs, among others.Gov. Lacson said that the brand of excellence and training of CHMSC will be of great help to the province.He also said that the province has high hopes for the scholars to be at the forefront in the pursuit for honest and efficient governance and delivery of services.
