Provincial Cooperative Office

The PCO (Provincial Cooperative Office) is one of the youngest offices of the Provincial Government of Negros Occidental. It was created on 1993 when the provincial government implemented a re-organization of personnel and offices in tandem with RA 7160. PCO as a distinct office, has the role of helping improve the quality of life of marginal farmers and fisherfolks through cooperatives. Mr. Adolfo G. Gilpo was the first appointed chief of office.
 

Goals

  • Involvement of the cooperative sector in the formulation of the rural development agenda, plans and policies for agro-industrial development.
  • Development of comprehensive and unified continuing education and training program.
  • Integration of the role of women and encourage their participation in the cooperative enterprise.
  • Promote, assist, and develop coop as tools for ownership and management of resources to alleviate poverty, enhance popular participation and people empowerment.

A dynamic Provincial Cooperative Office that supports, enhances, and promotes cooperativism of a way of life for the social and economic well-being of every Negrense.

 

PCO’s Functional Divisions

 

IDD (Institutional Development Division)

Formulates and implements training programs to strengthen the capability of cooperatives.

Services:

BCO (Basic Cooperative Orientation) – Overview of coop as a social and business organization.

PMES (Pre-Membership Education Seminar) – Provides introductory knowledge on coop concepts, principles, philosophies, and practices.

BCMS (Basic Cooperative Management Seminar) – General concepts on coop operations, i.e. Financial; Communications; Administrations; and Business/Production.

DPS (Development Planning Seminar) – Determination of coops directions and broad policies.

TTEC (Trainors Training for Education Committee) – Enhance coops capability in conducting membership education.
 

EDD (Entrepreneurial Development Division)

Develops training programs with emphasis on enabling provincially assisted coops to become viable and self-reliant economic enterprise.

Services:

PDS (Project Development Seminar) – Identification of viable business opportunities and preparation of project studies.

RA (Registration Assistance) – Preparation/counseling on registration documents.

BABS (Basic Accounting and Bookkeeping Seminar) – Provides coop officers and management staff knowledge on functional bookkeeping and accounting.

FMS (Fiscal Management Seminar) – Installation of systems and procedures, flows and policies on budgeting and internal control.

DB (Data Bank) – Gathering, updating, and processing of data to provide reliable information regarding the status of the provincial coop movement.
