PANAAD 2010
18 LGUs TO COMPETE IN FESTIVAL DANCE COMPETITION
March 10,2010
A total of 18 local government units will compete in this year’s Panaad Festival Dance Competition that will be held on the first day of the weeklong Panaad sa Negros Festival on March 20.

The competition is open to the towns and cities of Negros Occidental but only one entry per town or city is allowed, as stated in the guidelines.

The competing groups for this year are Bago City’s Babaylan Festival, Cadiz City’s Dinagsa Festival; Kabankalan City’s Sinulog, La Carlota City’s Pasalamat, San Carlos City’s Pintaflores, Talisay City’s Minulu-an, Sipalay City’s Pasaway sa Sipalay, Escalante City’s Manlambus, Calatava’s Hudyaw Festival, Cauayan’s Lubay-lubay Festival, E.B. Magalona’s Ugyonan Festival, Hinoba-an’s Pagbanaag Festival, Isabela’s Tigkalalag Festival, La Castellana’s Bailes de Luces, Murcia’s Tinabu-ay Festival, Pulupandan’s Salapan Festival, San Enrique’s Bulang-bulang Festival, and Valladolid’s Pasundayag Festival.

The performance of each group, that is limited to a maximum of seven minutes, will be at the Panaad stage and each must have a minimum of 20 members and a maximum of 50 members including props men on stage.

The criteria for the dance competition are the following: choreography 30%, performance 30%, theme or concept 20%, costume 10%, music 5% and hand props 5%.

First place will receive P70,000 cash, second place P50,000 and third place P30,000.


Pintaflores Festival of San Carlos City is one of the participants for this year’s Best of Festival Dance Competition as part of the Panaad sa Negros Festival 2010.

PCW SPEARHEADS WOMEN’S DAY CELEBRATION
March 09, 2010

The Negros Occidental Provincial Council for Women (PCW) spearheaded the celebration of International Women’s Day in the province with the theme, “Kababaihang Tapat at Matatag, Sagisag ng Republikang Maunlad!

The day’s activity started with a flag raising ceremony at the Capitol Lagoon sponsored by the PCW, followed by a motorcade around the streets of Bacolod City, participated in by PCW officers and members coming from the towns and cities of the province.

A Negros Women’s Forum was held at the Capitol Social Hall where Judge Ray Allan Drilon gave a lecture on R.A. 9344 or the Juvenile Justice and Welfare Act of 2006.

Board Member Mae C. Javellana who chairs the SP Committee on Women, Family & Gender Equality encouraged the women participants to unite in love and peace and encourage one another to struggle onward to better opportunities for women.

She added that women nowadays cannot afford to be pathetic towards issues that concern women; that to move against the aggression in defense of women demands a degree of commitment that comes only after a thorough and honest understanding of the experiences of a woman and the greatness of her soul.

EL NINO / LA NINA PHENOMENON PROVINCIAL TASK FORCE MEETING HELD
(March 05, 2010)

Gov. Isidro P. Zayco convened the members of the Negros Occidental El Nino/La Nina Phenomenon Task Force and discussed updates and action plans to combat the adverse effects of the phenomenon at the Governor’s Office, yesterday.

Task Force El Nino/La Nina was created through Executive Order 10-003 Series of 2010 with the following composition: Gov. Isidro P. Zayco, chairman; Vice Gov. Emilio L. Yulo, vice chairman; Provincial Agriculturist Igmedio Tabianan, action officer; and heads of the Provincial Environment Management Office, Provincial Disaster Management Office, Provincial Social Welfare and Development Office, Provincial Health Office, Provincial Information Office, SP Committees on Finance and Agriculture as members of the task force.

Samson Garzon of OPA presented the El Niño Action Plan, aimed at helping farmers protect the areas that were already planted from the adverse effect brought by the water shortage and are in a critical stages of crop growth; reduce the possible production and yield losses from moisture stress and pests infestations that may occur from this climatic aberration; assist farmers to engage in alternative livelihood; enable farmers to immediately be able to plant as the effects of the El Nino weakens and the on-set of the rainy season becomes definite; jump start the 2010 implementation of irrigation and farm-to-market roads projects to create job opportunities to farmers who were not able to plant; and provide direct food assistance in farming communities and households.

Provincial Agriculturist Igmedio Tabianan said that there are 16 local government units affected by El Nino phenomenon, six of which are intending to declare a state of calamity due to the substantial damage in their agriculture. They are the municipalities of Hinoba-an, Isabela, La Castellana, and Don Salvador Benedicto and the cities of Kabankalan and Himamaylan, meanwhile the Municipality of Murcia is already under a state of calamity.

Tabianan further said that the OPA is stepping up its efforts to help the farmers through cloud seeding operations and by providing them alternative livelihood program. He added that there is a need to conduct massive and intensive information advocacy on measures to mitigate the harmful effects of El Nino phenomenon.

Also present during the meeting is Provincial Administrator Enrique S. Pinongan.

PANAAD FESTIVAL TO KICK OFF MARCH 20
March 09, 2010

The Panaad sa Negros Festival 2010
will kick-off on March 20 at the Panaad Park and Stadium in Brgy. Mansilingan, Bacolod City.

Themed, “United in One Festival, One Negros Occidental”, the Panaad sa Negros Festival 2010 will be participated in by the 13 cities and 19 towns showcasing the best of Negros Occidental in terms of history, arts and culture, tourism, commerce, trade and industry as well as products, sports, talents and skills.

Activities lined-up for the eight-day event include Festival Dance Competition, Pop Dance Competition, Pop Music Festival, Negrense/Ilonggo Folk Dance, Pop songwriting, Latin Dance Competition, Drum and Bugle Competition, and Composo, among others.

On March 20, there will be a Thanksgiving Mass at the 2nd Floor of Panaad Stadium at 8 a.m. to be followed by ribbon cutting ceremonies for Negros Best Products display, Organic na Negros Agri-fest, Livestock and Dairy Products Fair, Festival Costumes Exhibit, and Eco-garden and Wellness show that will run daily for the duration of the festival.

There will be a motorcade at 3 p.m. from the Provincial Capitol Grounds to the Panaad Park and Stadium followed by the opening ceremony and festival dance competition at 4 p.m. Fireworks display and GMA “Kapuso” Show featuring Manila-based artists will be showcased after the ceremony.

The search for Lin-ay sang Negros 2010 on March 26 at the Panaad Stadium will highlight the weeklong event.

According to Panaad Festival Executive Director and Provincial Planning and Development Office-OIC, Marlin P. Sanogal, Panaad sa Negros Festival is scheduled every 3rd week April but because of the national and local elections, Gov. Isidro Zayco and the 32 mayors decided to move the schedule to March 20-27.

The press presentation for Lin-ay sang Negros 2010 candidates will be on March 17, 4 p.m. at the SM City Events Center in Bacolod City.
