The Human Resource Development Program implemented by the Provincial Human Resource Management Office is designed to improve the performance and strengthen the competencies of the provincial government officers and employees to continually provide prompt, effective, efficient and excellent service to the Negrenses.

A. In-House Trainings and Seminar Workshops
Job Orientation Conference for Newly – Hired Employees
A one-day orientation for newly-hired employees of the Provincial Government on civil service laws and rules, R.A 6713, their duties and responsibilities and their benefits, rights and privileges.
Seminar Workshop on Office Applications
This is a two day skills upgrading seminar on computer software applications. One batch will focus on MSOffice – particularly MS Word, Excel and PowerPoint and another batch on Adobe Photoshop graphic software. Target participants are the administrative staff and office based personnel. This seminar-workshop is a cooperative endeavor of the PHRMO & EEDD-Negros Occidental Learning & I.T. Center.
Basic Effective Supervision Training (BEST)
This training aims to enhance knowledge and skills of first-line supervisors in effective supervision and management. The training design includes concepts in communication, management and supervision, personnel effectiveness & stress management. This three-day training will be conducted in coordination with the Civil Service Commission.
Seminar-Workshop on the Improvement of Frontline Transactions (SWIFT)
This 3-day seminar-workshop to be conducted in coordination with the Civil Service Commission is designed to familiarize participants on the requirements of RA 9485 (Anti Red-Tape Act) and provide them with skills on improving interaction with clients.
Retirement Planning Seminar
This program focuses on retirement processes for retirable employees. Topics include GSIS and Pag-IBIG benefits and claims and Senior Citizen privileges. Participants will also learn to assess and plan their personal and financial resources including their physiological and psychological needs.
Technical Training on the Maintenance of Office Equipments
Conducted jointly with TUP-Visayas, this technical training will have 2 components: a) Basic PC Repair and Maintenance; and b) Technical Training Program for Service Vehicle and Emergency Vehicle Driver. This training undertakes to help participants to analyze troubles and for them to formulate corrective measures.
Committee on Decorum and Investigation
Consistent with Civil Service Commission Standards, this one-day seminar scheduled every month, aims to inform employees of the Provincial Government on internal rules and policy guidelines on administrative procedures involving sexual harassment complaints.
Seminar – Workshop on Work Values and Ethics
This seminar is designed to enhance and harness the public service values of participants to be effective government workers. Participants will learn about R.A. 6713 (Code of Conduct and Ethical Standards for Government Official and Employees) such as Public Accountability and Professionalism and Core Values which will strengthen government employees’ commitment to public service
B. Administrative Support Mentoring Services
Personnel Administration Workshop
These are mini-workshops/conferences organized by the PHRMO to update employees on personnel administration services, to include but not limited to the following:
a. leave administration
b. performance evaluation
c. appointment processing
d. personnel records management and
e. employee welfare and benefits
It is an informal small group discussions held in the office of the requesting party that leads to focused, individualized and specialized mentoring and coaching by a pool of experts in the field.
C. Counseling Services
Counseling Session
Caters to all employees experiencing problems and difficulties in their lives and in their work. It provides a confidential environment where employees can explore and express aspects of being individuals that may be painful or uncomfortable. Professional counselors will listen and help in gaining own insights and making and acting on own choices, enabling to work towards relating and living in a more satisfying and resourceful way.
